You need to list the charge moves otherwise i cannot help you. Personally i would power up the 96% one IF i really have to.

Well Hydro Pump is strong against fire, ground, and rock. Hidden power water would make you super effective against those types as well, making it effective at all times when taking out those types. Hidden power grass is strong against water and then once again ground and rock. You lose effectiveness against fire but gain against water... but then again when are you using suicune against a water type? Ground retains effectiveness against fire types and rock types while giving coverage against electric. But once again it can't be used on defense so electric coverage is at this point obsolete. Ground also gives bonuses to poison and steel but that seems negligible at this point. Overall if you wanna spend resources on this pokemon and find reasons to attack with it, water seems the way to go. Plus hidden power is legacy now so at this point there's no way to get a double water suicune, you're lucky to have one.

seriously the suicune will be a complete waste of dust, i did the same as you and regret it now, wish I had put the dust into something else anything on the list above is a good start

I think the Water Hidden Power. I'm in a similar situation myself, with a 98% Electric Hidden Power Suicune and a 96% Grass Hidden Power Suicune, and I have one Water Hidden Power Suicune but it's 10/11/11...
