Usually these questions aren't as close as the one you presented...I'd do the level 15 one, from experience it is more a gym showoff than anything else. It keeps its health longer at that level, you can feed it and get more candy

It's not worth the dust for most players. Mediocre for attacking, ok for defending. Powering up Milotic is similar to powering up Ampharos, sure you can use it to do things but mainly its function will be just to show it off.

I think Milotic is just dex filler since it doesn't surpass Vaporeon who isn't even the best water attacker anymore, so I would go with the Feebas that has the highest IVs.

^This. And even if you ever felt like using one, the time investment of needing to walk one and the fairly large amount of candy it takes to evolve makes it worth evolving the best IV over a high level, that way you don't need to buddy up another.

Milotic with Waterfall/ Surf has better DPS than Water Gun/ Hydropump Vaporeon, also as a defender is way better than Vape with Dragon Tail/ Blizzard-Surf

Actually Hydro Pump is 0.1 faster than 2 usages of Surf with the same base power.

On top of that, Vaporeon has a higher attack than Milotic which means that it's Water Gun can potentially reach breakpoints that Milotic cannot.

If you don't believe me you can check out any simulation where a double water moveset would be useful. Vaporeon has the lower time to win and less deaths.

Defending is nearly pointless if you aren't the top 4 meatshields i.e. Blissey, Snorlax, Chansey or Slaking, because that's all "defending" is, making the defender take as long as possible until a raid hatches, because no defending lineup is actually going to defeat an attacker's team of 6 if they're a decent level.

Believe it or not, there are actually some simulations on Pokebattler where Milotic with Waterfall/Surf has lower time to win than any Vaporeon moveset, with all else being equal. One of them is against a lvl 30 perfect Rhydon. ProdigiesNation has a video on this that is worth watching.

But in almost all scenarios, they are neck and neck.

Here is the best and simplest answer:
1) If you care about Milotic beyond dex entry
2) If you want no investments in it and still having a decent Pokémon to show off in gyms

What IV scanner are you using ??

Why would we reply to someone that uses scanners to get their pokemon... heck they needed scanners to get them, and now they need help in knowing what to do with them!? My advice would be to wait for a 100% that they'll get eventually...
