Should I TM eq to sb for a perfect groudon?
As CTM is difficult to come by and double ground groudon is good (but not the best), should I TM it?

I've generally don't use CTMs (which are rare and valuable for me) unless its A) a pokemon I'll be using regularly in raids etc and B) it starts off with the clear "bad" charge move (the one exception being raikou, where WC was better than the other two). If you plan on powering up this groudon and making it a big part of your team for kyogre raids, then sure.
Solarbeam is best for Groudon in neutral situations. The question is: Do you want a Groudon with a strong neutral game or one with the best Ground coverage?
I would give it Solarbeam if you don't have a good Lugia or Ho-Oh, and Earthquake if you would.
That being said, you may want to TM it to Solarbeam for Kyogre (If it knows Thunder) and then consider TMing it back once Kyogre departs.
There is currently no advantage to having a double ground Groudon over SoB except for soloing Ninetales. SoB is better for neutral damage and for many specialist matchups.
I would TM it if the following are true:
You are going to do a bunch of Kyogre raids and care about your performance but don't have 6 powered Raikous.
You have enough TMs to burn trying to get a specific charge move.
