ho-oh worth levelling ?

as title, i have an account started in december so need to give it some good general gym/raid attackers but only have had access to ho-oh and groundon for legendaries. have farmed enough candy for one of a few 3rd evos (golem, machamp, allakazam) and caught a few raid ttars (plus have eeveeloutions) but i don't really have a solid general team for everyday use - is it worth putting rare candy into a ho-oh or should i wait for groundon to end then power up my best of those ? what other attackers should i prioritise using rare candy on ? (guessing dragonite but only have a couple of hatched dratinis..)

appreciate any advice on getting a rounded team together fast.

incidentally i have an 89% IV ho-oh with 13 attack or a 84% with 15 attack - i'm guessing i want to power up the latter for the small difference between them ?

Answers

Be very active when Kyogre first released, piggyback on some well-attended easier victories. Don't worry about powering up for it, but be there on time. Players with 15 to 25 million xp are wondering how their squads will do against Kyogre.

not too worried about group raids in general as my city has an active scene so sub-optimal 'mons aren't a biggie (plus i'm lv.28 now anyway), it's more solo content, specifically gym offence/defence. To that end, ho-oh worth busting a load of rare candy on or will groundon or maybe kyogre be worth saving for (or even put it toward a dragonite) ?

Find a Machamp on a cloudy day if that many people are out raiding. That'll help your daily gym action. I prefer Groudon to Ho-Oh, I'm doing what I can to get my Groudons solar beam, but you might need fire and ground attackers.

Do more Groudon raids, since xmas I can generally find 1 good/easy Groudon raid a day, then a coin flip whether I drive there, then a coin flip whether I catch it. Having more level 20s of those will get you stronger quicker than most other avenues.

Try to go budget in gyms. There are several good cheap pokemons out there that are great.

Gym:
cloyster with double ice: against dragonite.
Makuhita: evolve and you've just found an army of high CPs good fighting squad. lapras blissey, snorlax and tyranitars.
Xatu with flying/psy does good damage against fighters.
all these can be found at high lvl and doesn't cost you a dime.

and you are ok on the grass side.

regarding raids. what are you looking for? tier 3 solo or upcoming legendary raids?

Adding to this: High level Eevees. Jolteon is still the best non-legendary electric mon, Flareon the best non-legendary fire mon and Vaporeon the second best non-legendary water mon. All solid gym attackers with relevant matchups.
