Sceptile with BS/LB has high DPS against Groudon and Kyogue but he is too fragile to survive from one single hit from Groudon's Solar Beam (and EQ if paired with DT)/Kyogre's Hydro Pump even though Sceptile resists it (he is pure grass which has no double resistance). Mud Shot/EQ Groudon and Thunder Kyogre are the only viable matchup for Sceptile.
Sceptile for raids?
I'm considering maxing one. Is it good enough vs groudon and keogre? Is there a good level to leave it at for the most damage to both?

Max and then dodge all you want. Sceptile still a short-lived combatant. I don’t want to waste resources maxing out anything that’s squishy.
I dodge with an iPhone 8 in vain, not with the death lag always harassing you. Hence my opinion that maxing out to lv40 won’t make much of a difference. 3-4 leaf blades is the most you can get out of Sceptile. I don’t consider that sort of performance satisfactory.

Even with a 3s start delay and going for no dodging whatsoever you will get a minimum of 4 leaf blades at lvl 30 vs DT.
So Im guessing you are doing it wrong somehow. Or you can explain why pokebattler is wrong cause that is a big news.
Even so squishy is not an issue raiding. Raiding is only DPS. 3 leaf blades gives enough DPS.
For sure, my lv31 Sceptiles can all get in 3-4 leaf blades (so no need to max them out to lv 40 to achieve the same results). The caveat being, you'd better pray that you can get off 3-4 leaf blades before a SB hits, otherwise the green lizard is mincemeat. If your view that Sceptile getting off only 3-4 leaf blades certifies it as being a great counter against Groudon and Kyogre, then ok, good for you. Horses for courses. To me, pokebattler is just numbers and simulations for one's reference.
Based on my own live gameplay experiences, Sceptile is pretty underwhelming for a hyped up Pokemon. I expected it to perhaps get off 4-8 leaf blades with dodging, but no, you just can't dodge with this mon, not with the dodge glitch that Niantic still hasn't yet fixed. You're preaching to the choir about how "raiding is only DPS". Sceptile being that squishy, I'm sure that 3 leaf blades aren't going to give you enough DPS, even when maxed out to 40. I normally don't dodge when raiding, but with the lizard you don't have a choice. And knowing that it'll still die even when dodging, well, I'm glad you're satisfied with getting only 3 leaf blades off.
Just crunch the Numbers on FC/LB vs other pokemons instead; 4 LB is more than enough to have a better DPS. Even if you don't dodge its DPS is a topp 5. The only thing that would stopp you is if you are too lazy too tapp quick enough.

So your are tricked by you feelings. Even 3 LB are enough.
Don't get hung on break points. A Roselia with a breakpoint at lvl 35 sucks even if it has a decent available break point. Also, running on pokebattler fury cutter seems to be a better move; no break point issue.
Regarding Sceptile. I ran it on pokebattler and seems to be the 3rd best option and 4th best option. Seems to be a semi-glass cannon so I'd say go if that is what you are looking for.
I use mine in my Solar Beam and Earthquake Groudon teams. It was a wild level 35 98% Treeko, and I powered it up to 35.5 at first, using Fury Cutter and Leaf Blade. I can usually get in four to five Leaf Blades, while my 2800 CP Exeggutor usually gets off one solar beam before getting toasted, and rarely two.
I like the little varmint, and so does Pokebattler, so I powered him up to level 38, so he would clear 2500 CP.
