I have a soft limit of 200 rare candies in the event that I ever get a friggin EX raid invitation and get a mewtwo. I will go under that in a situation that I feel I want to speed the evolve/power up process though (currently at 180 due to evolving a feebas- and won't use more until I am back at 200). Other than that though it's all fair game. Literally can't remember the last time I was over 20k stardust haha.
Why do many of us (including myself) set limits on the number of resources we are willing to spend?
I've always limited myself in how low I will let any resource get on my Pokemon Go account. These numbers are are completely fabricated by me and probably only make sense to me. For instance, I don't like to go below 100 revives. But why? That just means at near 100 I have the equivalent of 0! Stardust and rare candies are a better example for those that want to keep a certain amount around "just in case". There's just something about consumable resources that makes many of us want to hoard them. We're only limiting ourselves in what seems to be either fear or anticipation of the future. I guess this post was meant to see if anyone else has weird quirks about their items like I do and hear input from the other side that just don't care and have fun :)
Edit: Saving rare candies and dust for a possible Mewtwo is completely understandable.

My current self-imposed floors are: 100k dust (yes, for Mewtwo), 100 rare candy, 20 regular and super potions, 30 hyper potions, 30 max potions, 40 revives, 50 max revives, 6 or so fast and charge TMs each, 50 of each kind of ball (but I start choosing catches carefully below 100 regular balls), 50 razz, 5 nanab, 10 pinap, and I have no idea about golden razz - I've had plenty for a long time now, doing my 1 T5 raid a day.
I do not allow my Great Ball, Ultra Ball and Razz Berry counts below 20 each, just in case I stumble across a high-level Snorlax, Lapras, Tyranitar, Ampharos, Unown, Gardevoir, etc. that is as difficult to catch as Togetic (and may be a wonder).
In my first Groudon raid, Solar Beam tore my unprepared team to shreds, so I immediately spent 100k dust on a second Gyarados with WF/HP and a third Exeggutor (but first with BS/Solar).
As we are only halfway through the Gen 3 release and I do not have enough Ralts and Treecko candy, I see nothing wrong with ensuring I have at least 500k dust for expected future spending needs (which also include my best Groudon and a team for the next legendary).
I basically use all my rare candy as it comes in. My stardust totals have fluctuated between 0-350k. I set limits and then go under the frequently! As far as regular items go, being more rural than most, I am constantly running out of most things. Currently, I have 0 pokeballs, 11 great balls, and 25 ultra balls. I only let myself get lower than 20ish ultras during events. Also, I don't battle gyms too often, so I am constantly throwing out all healing items.
I think you are correct, some people have limits/quirks, while others just use resources without worry.
For example, I keep _way_ too many max revives (~300), and rare candies (325). It’s like I’m effectively shrinking my bag space and “running out” when getting to the lower limit. It’s a little crazy.
For me, part of it is the principle of being patient in this game. Remember back in the day when the advice for sub-level 25 players was to not evolve or power up any mons because they’d soon just encounter better ones in the wild? I think that habit may be a contributing factor.
Secondly, since there isn’t really a way to “win” this game, it seems like the accumulation of stuff may be a means to feel like there is accomplishment.
Btw, I’m trying to start using resources more and hording less, because like you said, it screws up the poke ball inventory.
It is caused by stardust and candy behaving similarly to real money. Most apply the same behaviour to stardust that they would apply to money. And since many saved their resources until 30, that behaviour stuck.
In the past weeks I have been looking through my pokémon again and again to find a way to spend dust to benefit from accumulating it.
I spent a bit here and there, but in total honesty I have no idea where to put the remaining million while still sticking to Pokémon that are good and useful.
My soft limits with a max bag space of 1500:
Max potions: 200
Max revives: 400
Ultra balls: 20
Golden razz: 100
FTM 25
CTM 10 (but with a tendency to disappear very quickly when needed..)
If my bag is running full, I prioritize keeping pokeballs and delete other items. I do not store rare candy, but transfer them to the legendary in focus (currently Groudon).
Dust floor at 450 k (enough for 2 Mons from lev 20 to 40). I used to spend all my dust by maxing out my favorite Mons to lev 39/40, but since my need for new mons is limited and can also be filled with suboptimal weather-buffed Mons, I have become very picky on which new mons to power up.
I keep a lot of dust because a) I don't need to use it on anything, having a very good roster already b) it's nice to have a big buffer in case there's an sudden change in raid bosses c) I like using it in big chunks instead of small increments d) at some point I will have enough that I feel ok spending it on useless trophy mons.
I keep a lot of rare candies because a) I only power up one of each legendary which sets a hard ceiling on the amount I can use per species b) I don't like using rc on non-legendaries c) I keep 250 for the Mewtwo I will never get and like keeping another 250 for if I run into a 100% of a very good legendary that I want to max out instantly.
I also keep 200 Max Revives because I got used to it in the old gym meta where you needed a lot of resources for tearing down towers solo. Keep discarding other healing items but the Max Revive stash ensures that if I want to go put myself into 20 gyms at the same time on a whim, I can. Just knowing that I have the ability to run around and battle as much as I could possibly want without running out of healing items gives me peace of mind.
As far as anticipation for the future goes, sometimes it leaves you much better equipped to deal with the current situation. I know some people mass evolved Geodudes after Adventure Week and wasted their potential Golem army which would've helped them enormously later with the legendary birds. And some people spent all their dust on more and more gym defenders up until the gym rework and then didn't have dust to power up their raid attackers. Being prepared for change does pay off sometimes.
EDIT: I don't foresee running out of fast TMs but I would keep at least 5 at all times and my lower limit for charge TMs is 20 just in case. I haven't had many targets for either for a while so they've been accumulating a fair bit beyond those limits.

– The only way to increase bag storage and therefore essential for managing other resources.
Resource priority 2: TMs (especially CTMs)
– Not always easy to replenish
– Can utterly transform a mon
I like to keep at least 10 CTMs, but I'll happily go lower if there's a good reason (e.g. I used quite a few to protect possible legacy moves when Gen 3 was coming). My main goal is simply not to waste them on mons I won't use.
Resource priority 3: Stardust
– Almost always the limiting factor when you want to power up
Honestly, I don't mind being low on this, because so what if you don't have it when you need it? I think it's more fun to grind when it's going straight into a project. ("85 more catches and I can take my Dragonite to L30," seems more meaningful than just collecting for the sake of a number.) Having said that, I'm on a very comfortable 700k at the moment.
Resource priority 4: Golden Razz Berries
– Imagine the horror of trying to catch a 96%/98%/100% legendary without them!
Easy to burn quickly so I like to have at least 100, but I'm way over that since drop rates improved.
Resource priority 5: Rare Candy
– Virtually essential for powering legendaries
Number in bag depends on how many I can dump into legendaries.
Resource priority ?: Evolution items (when relevant)
Pretty much everything else comes from pokéstops, so my attitude depends on where I am (nearly ran out of balls in the mountains) and what's going on in the game (e.g. potion drought).
