I just caught a 98% Ralts on lvl 25 (14 atk). Worth powering up, or should I wait to find one with 15 atk and 90%+ IVs?

Exactly. Ralts is rare. How likely are you to catch a 90+% Ralts with 15 Attack?

Even if you do, it may be level 1. Think of the candy!

It's worth powering with 14 attack, even if it means it is unable to hit a breakpoint for Confusion that a 15 attack IV Gardevoir can.

It shouldn't be a big deal because Confusion is a slow and high damage move, and +1 damage to your quick move makes a bigger difference to low damage and/or fast moves.

For example if Confusion normally does 25 damage and one with 15 attack does 26, that's only a 4% increase in Confusion's damage, and +1 damage every 1.6 seconds or +0.625 DPS, while +1 damage on a fast and low damage move such as Fury Cutter, if Fury Cutter does 2 damage, +1 damage is a 50% increase in damage, and +1 damage every 0.4 seconds is +2.5 DPS.

Literally the best possible non 15 attack you can get, and it's at a decent level too. I would stick with that one.

If you have regular cloudy or windy weather you could wait to see if you get a Ralts at a higher level. Very low chance to find one with better IVs though.

Also, there is the standard reply for Ralts: If it is male, you can also consider holding onto it for a Gen4 Gallade which can only evolve from a male Kirlia.

If you have the dust and candies to power it up now, I’d do it. If not, I would wait until you do. You may end up catching a high-level weather-boosted one before then.
