If the attacker tier list is to be updated

If Ho-oh, Groudon, new Gyarados, Slaking, Gardevoir, Hariyama are to be added into the attack tier list, in which tier will those pokemon be listed in?

In my opinion, Ho-oh and Groudon are to be added to A+ tier due to their massive stats and their further use in Kyogre raid (solarbeam), but the type coverage are not as good as the S tiers.

Also, Gyarados will be a rising star into tier A+ due to its new quick move that allow STAB damage.

Slaking and Hariyama are bulky, potion efficient pokemons with high and decent atk stats respectively. Due to Slaking's lack of damage in quick move it can't rise to the higher tiers.

Gardevoir is a situational attacker, there are better options for generalist attacker, so it should be rated as B tier.

Slaking shouldn't even be on the tier list. Hariyama should be ranked A-.

Something else that I don't really like though, is Flareon being completely off the tier list. With fire being part of the Gen 3 meta, it deserves at least C tier (I would give it B tier), with Moltres and Entei up to A- tier.

Gardevoir has multiple roles that are very significant. Besides soloing Machamp and attacking Dragon-types, she can contribute to Gengar solos and take on Mewtwo with FoB. I would rank her A+ or at least A- and consider upgrading Machamp to S (although not a generalist, Tyranitar raids and attacking Normal-type tanks are among the most important roles).

Of course, Rhydon and Golem should be demoted (probably to B). The problem with putting Ho-Oh in A+ is that it lacks a STAB quick move and each niche calls for a different moveset. Groudon would be an easy A+ if there were relevant Electric-type raid bosses and gym defenders.

Slaking does not deserve to make the tier list and Hariyama should be one tier below Machamp. Once Groudon is gone, Water-types would be less relevant, so I would give the new Gyarados an A- (although he excels at soloing Ninetales, few players would bother).

Vaporeon should also be demoted to join the other gen 1 eeveelution bros at B.

I would put Vaporeon in the same tier as, or one tier below, Gyarados. Vaporeon remains bulkier, except against Groudon with Solar Beam.

There should be an F tier, just for those who think using Blissey (or Slaking) on attack is a good idea.

Fun fact Slaking has lower DPS than furret lol...so I don't see it winning many awards.

It will share the same function as Snorlax as a generalist, albeit a bit worse.

Ho-oh; B-.
No real usage in upcoming tier 5 raids and no usage in the current raid meta due to a dreadful movepool givning it a horrible dps rate in more or less all raids. Its best role is a mediocre gym attacker. But fire flying and grass moves is not common used.

a bit better than ho-oh. And a A tier Pokémon on a clear day but if not it lacks a decent DPS rate for any real usage.

Soloing Machamp. Her DPS is in the same tier as Alakazam and Espeon, but she has significantly more bulk. The only better Machamp counter is Mewtwo, which does not exist for 99% of trainers, while Lugia, despite its massive bulk, has subpar DPS.

Dps:
At lvl 35 Alakazam has 8% higher DPS. Espeon 5%.

In comparison gardevoir has 10% higher dps than exeggutor. There is not a single matchup where gardevoir has a higher dps than alakzam/espeon.

Conclusion: she is not in the same dps tier having lower dps in all match ups and even Beeing outperformed by alakzam and espeon despite having a weather advantage.

Bulk:
At lvl 35 gardevoir outlives espeon/alakazam in 3 of 7 possible machamp movesets.

Conclusion: its bulk is not enough to be significantly higher. I would say its bulk is the same as espeon and alakazam in a machamp raid.

Also, bulk is pointless in raids. In particular at tier 3 raids.

And adding to that. alakazam, espeon, gengar(!) all have good enough DPS for machamp raiding and also usage in alot of raids; both current and upcoming.

Edit; ran the weather sim incorrect. Gardevoir gets a favourble dps (+5%) match up if added the weather boost but without it she underperforms in all cases
