Power up question: Raikou or Zapdos?
It’s finally my turn for a power up this or that question.
These are my best electric type legendaries (both L20):
Zapdos 14/11/14 (A/D/S) CB/Tb
(already used a CTM on Th)
Raikou 15/10/11 VS/WC
I waited a couple of months to see if they return to raids. They haven’t and I don’t really expect them to in the next couple of months.
So I’m thinking to take one of them to L30 (in general but also in preparation for Kyogre) despite their mediocre IV. Which one would you recommend?
A) Zapdos
B) Raikou (should I FTM it to TB then?)
C) wait for better ones

You have stated this before, but reasoning that way you shouldn't have powered up a vaporeon in the first place, because in generation 8000 there is gonna be a better water Pokemon.
I understand your reasoning, but I don't agree with it. I would definitely choose Raikou over Zapdos for the moment being.
In generation 1 it wasn't all about the highest base attack. You needed some bulk as well in order to clear a level 10 arena with a set of 6. Vaporeon was clearly the best water type Pokemon back then.
But I agree on the vast majority that Raikou is the better choice. Even if Zapdos surpasses Raikou somewhen in the distant future, you can still power him up when his time has come. With that being said maybe Raikou's bulk will become relevant in case the future meta won't be all about maximum DPS.
I agree that Zapdos would be the better of the two with a change to its move pool. But who knows when or even if that will ever happen. So until then, Raikou is the best electric type followed closely by Zapdos. You can't go wrong by powering both up with Raikou getting priority right now. That's what I did; I maxed my Raikou and took my Zapdos to 35. I'll finish maxing the bird one day, especially if better moves are introduced.
Both will be very useful for Kyogre. And yes, Fast TM VS to TB. VS packs a punch, but it is just so slow that I find it really frustrating to use on attack.
