Which raikou to power up?

Thinking to power up a raikou to at least lv30 for general gym battle and coming raid boss kyogre. The candidates are

14A 14D 13S IV91 TS/TB
15A 10D 13S IV84 TS/T
15A 12D 11S IV84 VS/WC

I have only 3 charge TM so changing the charge move maybe a problem if I'm unlucky

Fast TM I have plenty so not an issue

Or perhaps I can charge TM the 91IV one first to get WC before deciding which one

Any suggestion?

The one with WC, use a fast TM on it and power it up, because it has 15 attack!

dont get me wrong, but if you cant decide by your self dont play this game, alwaise same quastion ....15 15 14 or 14 15 15 to power up.....

Don't worry we all get that your wrong. If u have to ask yourself between those 2 iv spreads you've posted then it's you that shouldn't play this game

The actual breakpoints between 14 and 15 atk for most guys is neglegable so if you get wc with 1 tm on the 91 then go with him...otherwise do up the 84 with wc and give a fast tm . Raikou is the best atker in the game imo my 3100 has 1300 battles in pocket already
