Lugia is #1. Groudon and Ho-Oh follow behind it. After that, Articuno. As you get to lower DPS options, Cloyster, Steelix, and to a lesser extent, Tentacruel appear - luckily they have solid movesets that help to overcome their low Attack stat.

Theoretically, Gardevoir should be very potion efficient, as well as highly resistance and good DPS/typing to boot, though I haven't tried one yet to confirm this.

Tyranitar, Dragonite, and Rhydon can also be considered potion-efficient, though I would moreso reason this as their many type-resistances than their sheer Defense.

One may also make the argument that Flareon, Jolteon, Espeon, and Alakazam are potion-efficient due to their DPS and Defense-to-Hitpoints ratio, but they are pretty glassy, and their duel ability isn't even close to Lugia.

Lugia is by far my favorite wall for saving potions, and Dragon Tail covers the most options (though Extrasensory excels in neutral DPS and counters more targets)

for gym placement there is nothing wrong with a 1,500 CP Wigglytuff or Xatu that you throw to the Prof when it comes back fainted. No revives or potions needed.

I another way to use less potions/revives is to max out your attackers.

If time is not an issue, definitely go with a Blissey with pound and hyperbeam. If that's too slow, Lugia, Ho-oh and Groudon are alternatives.

Blissey isn't really potion efficient, as its tankiness is largely comprised of its large Hitpoints pool. If your definition of potion efficient is wasting no health when using Hyper or Max potions, Blissey could be considered, though I don't consider it potion efficient at all, as Blissey has a low defense and must take a lot of hits to whittle down defenders.

It's not that low, but most of Blisseys bulk is in its HP. If its Defense seems high, keep in mind that, with its low attack stat and poor move typing, it'll be taking a lot of hits - so i consider its Defense lower than it is.

I should have been more explicit, but yes it's the optimal use for max potions. If someone is very short on other potions and wants to continue fighting gyms, Blissey could be considered as reliable option.

For round 2&3 just use high level trash like raticate and xatu. Can't get more efficient than that. You might need to add a machamp for round 2 if there is a blissey but for round 3 anything goes.

Not in super high turnover areas where DPS matters even in the last round, because you have to take the defender down before someone GRBs it.
