TM system needs an overhaul
Sorry, this is more of a vent than question but I used all 12 of my Charge TMs on my 100% Gary to get hydro pump and did not get it. Is it me or is that one area that Niantic needs to fix with the rarity of their TM disbursement process? At best, you should be able to pick the move. At worst, they should not repeat until each move has funneled through. Thoughts?

All that had to be done to avoid blissey towers was have the one-type-per-gym restriction like they do now. They didn’t need to overhaul the entire gym system to accomplish that.
Two other tweaks that would have made a huge improvement:
-require taking gym down 10,000 prestige points to take bottom mon out instead of just 1000 to thwart shaving;
-lockout snipers during prestiging friendly gyms (like they eventually did for taking over enemy gyms).
Those three changes would have made the old system pretty dang good.
I played from day 1 and don't have a DB Dragonite or a RT Omastar. Neither of them is in any way crucial or necessary so I don't get why you want the ability to TM into them. RT Omastar is just another Golem in most situations, which means it's not meta relevant for a foreseeable future right now, and DB Dragonite tends to lose to DT Dragonite in DPS.
They should make them rarer but have logic that cycles through the moves. It is the randomness that makes them so frustrating now. Sometimes it takes 1; sometimes it takes 12.
I’m sitting on 31 FTMs and 32 CTMs now. I hate using CTMs due to stories like the OP. I used 5 on my Alakazam to get Future Sight, but have otherwise been fairly successful using them.
But everything in this game is random. The moves you get on evolution? Random. The IVs of the raid boss you’re about to catch? Random. The egg color you get from a stop (if any at all)? Random. Why would Charge TM usage be any different from Niantic’s point of view? Note that I’m not advocating for all RNG all the time because I’ve been screwed by it a lot. But that’s pretty much the entire game.
Until Niantic changes how Charge TMs work (who knows when that'll happen), unless you're swimming with CTMs, watch your usage. For that must-die-for-move, I'd set a hard limit and at least don't go to zero CTMs.
I've only used it on the worse move for any given Pokemon i.e. HB on a Dragonite, FB on a Tyranitar, or HS on a Machamp and have generally done OK.
As others have said, the whole game is RNG. I slowly gathered over the months several high level/IV Eevees, and wanted another Vaporeon. Well I got 4 Jolteons, and 4 Flareons - and no Vape. Time to save up again.
