Legendary Power Up Variety

Looking to add some variety to my top Pokemon list. I have enough resources to max three of these legendaries, which are the better ones to power? Move sets don't really matter as I cna always change them.

98% Articuno,
93% Moltres
100% Zapdos
93% Lugia
91% Raikou
98% Entei
93% Suicine
91% Ho-Oh
89% Groudon
82% Mewtwo

Given these IV's, which are the top three best options to power up? Are any legendaries over 90% worth the investment?

Not groudon atm for sure.
I say zapdos articuno and at least 1 mewtwo or ho oh if you dont have 1 already.

I've always saved my rare candies and don't have any legendaries powered up at the moment.

Articuno is best ice type atm and will be for a long time imo.
Zapdos is 100 iv and cries for power up in your inventory. Best electric attacker. Will be better with possible new fast move.
Ho-oh and mewtwo deserves level 40 because reasons... You can wait for a better mewtwo if you want.

Vote for Zapdos. This is how it looks like. Even now it worth all candies and stardust I invested.

I probably have more resources but I would
Max out a mon that is needed at moment,
Which none of those are.

If none are needed now, it would be hard to argue against powering up a generalist like Mewtwo seing as you have no idea when you will get another one.

At this point in time, carrying around 700 rare candies and 50 of each TM is starting to hurt me. I have pretty much everything right now and nothing to use these resources on, apart from legendaries. I don't necessarily need anything, but Mewtwo is the best psychic, Raikou is the best electric, moltres/entei are the best fire. It makes sense to power up a few legendaries right now.

If I were you I'd definitely power up mewtwo and raikou. For the third one, I'd say groudon (best ground type of all gens), zapdos (perfect and a moveset change away from surpassing raikou), and articuno (ice will be helpful going forward).

I would say Mewtwo, Zapdos, and Groudon (after Groudon is over, of course, in case you get a better one).

Eventually, I want to power up all of my legendaries (at least one of each).

In a similar position to you, I just maxed out my 98% Entei and Articuno (already had Mewtwo and Raikou). That 100% Zapdos would be hard to pass up. The rest? Eh.

How do you like your Mewtwo and Raikou? They seem like such powerful legendaries to have powered up. I also think that's awesome you powered a Muk. I love variety in this game. I'd rather have 20 different pokemon maxed than 10 dragonites, 5 tyranitars, and 5 blissey.

Completely agree on the variety. I will power up only one of each Legendary, and most of the others as well, unless they have drastically different move sets. I don't want six B/C Tyranitars. Just not how I want to play.

As to your question, I honestly find much more use for Raikou than Mewtwo. M2 with Shadow Ball is good for several L3 raids, but not so much for gyms. Only Focus Blast is handy there, and Machamp already does that job. So it depends on where your priorities are. I'm glad to have it, but Mewtwo is not the game-breaking powerhouse you might expect it to be.
