I'd personally wait. With an attack so low, it's going to need to be seriously beefed up in order to reach key breakpoints most likely, assuming that it can even reach those breakpoints at all.

Since you just caught it, it is probably the level 32 (8 Atk IV) option. Tyranitar's Bite, no matter what its Atk IV, has already hit its last breakpoint against a Mewtwo raid boss by level 32.

Do you have a Tyranitar that is powered up yet? This would give you a Tyranitar without having to spend a lot of stardust.

Unless you just can’t raid or Tyranitar is no longer a raid boss, waiting for a 90+ IV would be wise. The candies are hard to come by and evolving requires a lot of candies. Evolving Larvitar costs 125 candies vs. (assuming you don’t even get a weather boost) 86 candies to power up Tyranitar from level 20 to level 32.
I would wait but don’t transfer it out yet.

Do you have any very good IV Larvitars or Tyranitars at level 20 you're looking to upgrade? Can you do Tyranitar raids frequently?
If the answer to both is no, I'd say go for it if you need a Tyranitar. The IV is acceptable and even though it will be harder for it to hit some breakpoints, it already does it for Mewtwo and Alakazam.
