You can’t do anything about it, you can waste your time sending report and photos but nothing will change. In the 1st year of the game I’ve tried to battle spoofers and reported some multiple times and nothing ever happened.
The only way they get banned is if they mess up and teleport around the world in short time intervals. That’s the sad truth!

What proofs are needed report a spoofer ?
I've got a player in my area that is a flagrant spoofer. 2-3 times a week, he is able to take down two gyms, during the cold Swiss winter nights (between 2 and 5 am), in the middle of the forest, where you cannot access by car, within 2-3 minutes (If I run, I can go from the first to the second in 5 minutes, but without starting any fight). It happened that we fed our mons distantly with golden razz. He stayed there fighting for 30 minutes (again, night-winter-snow-forest, no shack nor shelter). Moreover, he already has the non-European regionals from gen3 (within one weekend flight go and back). I already reported that to Niantic. Today (this night), he took down most of the gyms in my town. What evidences does Niantic need to ban him ? I guess they have all the moves logged, isn't it ? Do I need to send them screen captures of his presence in the gyms ? Show my journal to show that my mons came back from these gyms within a few minutes ? Send a picture of the place where the gyms are located, with the snow, the small path and no footprints in the snow ? What do they need to ban an obvious spoofer ???

I'm sorry to add another negative one, but Niantic don't ban spoofers based on reports. As others have answered I wasted my time trying to collect evidence for several spoofers that have been roaming free from the very beginning of the game.
You may send pictures, video, screenshots, long written reports. They may use all this information to study spoofer behaviour, but they don't ban the actual spoofers.
Your only hope is that spoofers get bored of the game. Unfortunately, many of mine have come back with Gen 3
Niantic doesn't care that is why Niantic is currently on Ripley's believe it or not for losing more than 10 Million active players in less than a month. Most of it due to spoofers which they deny but all my close friends who quit the game back in August 2016 blamed it on spoofing you can't compete against that and made the game dull.
Losing this many players in a game like this - the first of its kind, actually, appealing to young and old(er) - is hardly surprising. Many tried it and found it wasn't for them, being FTP no investment required and nothing lost. But enough active players remain to keep Niantic very happy.
As for spoofers, I reported two obvious ones ("spoof" was part of their name) and never saw them again.
To OP: I would report the spoofer once, you never know. At least the account should get flagged.
Your best response is to pick one gym, and have everyone in the city take it down repeatedly for a day or two, letting everyone get gold in it. Then pick another of his gyms and do the same thing.
The key to fighting this is to recognize that if the gym doesn't get taken down, he doesn't get paid. So don't get him paid for most of his gyms.
Of course, once he's on to this, he'll just start a different account with a different team, and take out a gym a day to make sure he gets paid.
Also, this makes it hard for anyone on a different team to get the gym control bonus when raiding.
I guess the other approach is to make him work his tail off to keep the gyms. Hit everything all the time, make him use up revives. (Again, though, all he needs to do is to spoof himself to gyms and poke stops to get more items). Make it no fun for him to hold all the gyms, and he will eventually stop.

Or recognize that if the gym doesn't get taken down he just need alt account.
And even more: probably he don't even need any coins, or getting it in another city.
Some people could do it just to annoy others.
So IMO placing so much effort in such activities is just wasting of your time.
If I'll ever get such a massive spoofer problem I'll just quit, at least from gym scene, at least for some time
