Which Ho-oh to power up?

I recently caught two Ho-Oh's with the clear weather condition, one at 84% with 2739 (15a/12d/11s) and the other being a 98% with 2767 (14a/15d/15s). I'm looking to power one up but don't know how significant the one point in the attack IV is. If anyone can help me figure out which would create the best Ho-Oh, I would be appreciative, thank you.

Most people would argue for the 15 attack one, but Ho-Oh's role isn't as a DPS primarily. I would power up the 98%er, as it has a pretty wide margin past the 84%

Are you trying to argue that a Ho-Oh with 14/15/15 won't be doing damage in a raid? Kind of hard to sell that one.

Saying a Pokemon's role isn't to deal damage is just nonsensical. Every Pokemon brought to a raid is chosen because it deals damage, either high DPS or high total damage before fainting.

The 98% one, hands down. The difference between this Ho-oh's attack IV and the 84% is just by one, hardly a difference at all. The 98% Ho-oh makes up for that with a far better stat distribution in its defense and stamina IV, so it will absolutely last much longer than the 84% one in battle. If you power up the 84% Ho-oh, I'm going to cry :((

Agree, this is a no brainer. 98% Ho-Oh, and it's powered halfway to 30 by the weather buff. You can get that one point in attack back with a half level increase IF there's a breakpoint that divides 15 and 14 - most don't, so it shouldn't be an issue.

Or, if you decide it's not worth it, I'll take the 98% one once trading starts.

There's a level 39.5 breakpoint that only 15 attack IV Ho-ohs can reach with Extrasensory against Machamp, though if you have resources to power up a Ho-oh that high you probably have better things to use against Machamp anyway.

Most likely the one with 14/15/15 is better, even though it won't reach that Machamp breakpoint, it's not necessary. Though Ho-oh doesn't have any niche where it's best at anything right now, so you may as well hold onto it until it becomes more useful.

Though you can reach level 40 now, right? Saves only a little bit of dust and candy at the expense of less health and defense.

A level 40 Ho-oh with 14 attack doesn't reach the breakpoint, 15 attack reaches it at 39.5 rather than 40.

Though a level 40 Ho-oh is more than overkill for soloing Machamp, I don't see any other raid boss where Ho-oh has a proper use, and even in this case it's more or less a substitute for Lugia, with the Extrasensory breakpoint being the one thing it can one-up Lugia in.
