Dragonite vs Salamence
So now we know both their movesets. Dragonite has access to both a 2-bar dragon move, and a 1-bar flying move with a short duration.
However, Salamence has access to a powerful 1-bar dragon move, and a higher attack stat.
So, which should be considered better now?

Agreed. I was curious about Rayquaza's Flying qualifications, so I compared Aerial Ace (which I haven't ever really used) with its peers.
It has the same duration as Leaf Blade (which is an outstanding move), but it hits 0.65 seconds later and does 15 less damage per use.
Not outstanding.
However, Rayquaza's base stats and lack of real Flying damage competition will make it the best Flying option when it is introduced. (Ho-Oh could have given it a run, but we all know how that turned out.)
Outrage is significantly better than Draco Meteor according to datamine and sims, so unless they buff Draco Meteor, Dragonite will deal more damage in pretty much every situation.
As of right now, Dragonite is better. This could easily change because the difference between them is not large and Salamence has the higher attack stat. This is very similar to Raikou vs Zapdos where the one with the lower attack stat is currently better due to movesets.
