Weather boosting and how it works?
I caught the same Remoraid across two profiles at my local Pokéstop. Same weight, height, moveset and both of their strongest IV's were focused on defence. One was caught during a brief weather boost and the other wasn't.
Lvl30 8A 13D 11S 71.1%
Lvl25 4A 6D 5S 33.3%
At first glance it seems that the 5 lvl boost was applied and the Remoraid's IVs stats doubled and rounded up? Any thoughts or observations?
If this is the case it could be the reason for so many excellent boosted catches..

This is very interesting. It looks like they do just add 5 to the level in weather - raid bosses are the same, so this isn't the only example of that. The IVs is harder to tell from one example in isolation, but I'm guessing each IV value is actually a more exact number rounded down, and is doubled in weather. In this example the original 4-6-5 spread must've been something like 4 - 6.5 - 5.5, so when doubled it becomes 8-13-11.
This would make a lot of sense. Although IVs have been noted to generally be higher in weather, they're not like egg hatches and raid bosses in that they can be below 10. Doubled IVs would explain that somewhat.
I don't know. I think this is what we're seeing as I've caught many Excellent IV pokemon since the event began. Majority are from boosted catches. I rarely catch "decent" pokemon from weather conditions. Either strong or better. That's my opinion. I would like to obtain more instances of a pokemon losing its boost.
