Breakpoints don't matter much for slow, powerful quick moves, because rounding doesn't make a big difference. The breakpoints will come every couple of levels, and make a very small percentage difference each.

That's what he says, right? For slow, quick moves, the effect is less significant, because you are able to spam fewer attacks before fainting. Therefore, perccentage wise, it has less impact.

Very fast moves like FC and TS have very few breakpoints but those few breakpoints matter a ton. Going up from 3 to 4 damage per FC like Scizor does against Alakazam raids is a huge DPS increase. But after that it doesn't hit another breakpoint and has very little DPS gains from powering up.

My understanding is that breakpoints are much more valuable for low power quick moves... For example, going from 3 to 4 damage is a much larger % than the impact in increasing from 16 to 17.

It varies but I do agree with the above statement in general. You can almost use 4 Thundershocks in the the space it takes to use 1 Voltswitch as an example.

Gary's highest breakpoint seems to be 11 to 12, which is significant enough if you're actually using Gary instead of the best counters.

15 atk Gary has breakpoints at level 25.5 and 32 for Waterfall it seems. But Gary doesn't even come close to how good Golem and Raikou are so if you already have a team made of those, keep using them instead of powering up Gary.

Most players have a Gyarados leveled up already and an extra, good counter might place in the top 6 for a raid. Besides, it is now the highest dps water attacker and it couldn’t hurt to have it leveled a little more. I think it’s beneficial to know the damage theshold in this case.
