You can now catch Pokemon higher than your current level

Just caught this little big guy today and I am only level 31, thanks to the clear weather.

I caught a 13/15/10 Ho-Oh level 25...2847 cp. May as well be higher than my level b/c it already has more dust than it would ever otherwise get. Also evolved a Rhyhorn into a 2853 cp Rhydon 11/5/8 level 34..was average IVs but so what, i have 400 more candies

Is that a good thing? Low level players (and alt account cheaters) easily getting high level mon they have not earned? Oh, forgot, they're already getting mon they haven't earned by tagging along on large group raids.... and have the legendaries some of us can only dream of.

I don't know if I like all these changes (have to add I couldn't really do much on this first day due to work and am mostly just reading about it.) Getting close to level 39, but what does it matter if noobs can get maxed out mon?

A supporting weather condition can boost a pokemon you catch by 5 levels. That is up to 5 levels above your level, with a boosted max of level 35, and raid catches at level 25.

But I caught an omanyte today with 8000 dust req'd for power up so that's about level 37?

Level 35 was that Omanyte; rewards candy savers and dissuades mass evolvers from XP'ing everything. Also adds a conflict to 15a only folks...15a level 20 or 8a level 35?
