Answers

You have all desirable movesets from gen 1 + 2 covered...I would only evolve it if you are absolutely sure you want to power another one with the existing movesets.

I hope hope hope Dragonite gets a fast flying move (very wishful I know)

If I were Niantic I would give Salamence this flying fast move to make it different from its "twin" Dragonite.

And apparently lore-wise this would make sense as well
