Does anyone else limit themselves to powering up only one of each legendary?
It seems like legendaries should be special so using more than one of each feels odd

The breakpoint is a defensive one, not an offensive one. Raikou passes the highest Thundershock breakpoint against Ho-Oh significantly before level 30. I've only powered up one Raikou and my Mewtwo at this point. I'd power up more Raikou, but I'm waiting to see if there's a move re-balance/shakeup that would cause Zapdos to leapfrog him.
Articuno: Ice isn't relevant in the current meta.
Moltres: Fire isn't relevant in the current meta and there are better generalists.
Entei: See Moltres.
Lugia: Only worthwhile for Machamp solos, and I can do these without a Lugia. I do have a 100% so it's tempting for that reason, but I've held off thus far.
Zapdos: Raikou is better right now.
Suicune: lol
Ho-oh: I haven't had the opportunity to get one just yet, but won't be powering one up.
I transferred all but my best of each during the double candy event. So, my answer is yes. It only make sense to me to have or power up one of each.
Disclaimer: my decision was easy to make because I didn't have more than one of each above 90% IVs. So I transferred any lower than that to the professor. This implied to discard some 87% but also to keep some 87% that were my best of this species,
That is my general rule, but I have made an exception for Raikou (3 powered up) and would make an exception for Mewtwo (only have 1, but would power at least 3, 1 of each charge move except for hyperbeam).
Raikou is too valuable as a raid attacker, plus we had Suicune in the last rotation. The legendaries I have yet to power up include Articuno, Ho-Oh, and Suicune.
