Better option to max?

Looking for a new project to work on These are the options:

98% Snorlax,15 Attack, Zen Headbutt/Heavy Slam
96% Lapras, 15 Attack, Frost Breath/Blizzard
93% Lugia, 15 Attack, Extrasensory/Hydro Pump
91% Raikou, 15 Attack, Volt Switch/Thunder
82% Mewtwo, 15 Defense, Confusion/Hyper Beam
98% Gengar, 15 Attack, Shadow Claw/Shadow Ball
100% Heracross, Counter/Close Combat

Eventually, I'd like to power up all of these pokemon but I'm trying to conserve stardust and would only like to max one of them right now. I have plenty of rare candies and TM's, so I could also get the ideal move sets. I don't necessarily need anything. My teams are all pretty strong. This is just going to be for fun.

I’d vote Heracross just cause how exclusive it is plus it’s a 100%.

Lol yeah. I got really lucky with that one visiting Miami. He was always one of my favorites.

I'd pick Gengar or Raikou, though the latter will need some TM help.

I'll probably end up doing the Gengar as well just because he is already level 37.5 and only takes 47k dust to max. The Raikou is so useful but he takes the most resources to power, including two TM's.

Gengar, but wait until after gen3 comes out. If Gengar gets a new move, it might be moot. But if Shadow Claw is still a legacy move with great DPS, that one becomes worth it's weight in gold.

Otherwise Heracross and Raikou look good. Snorlax is nearly worthless now, and you can be the judge of if your Mewtwo will be useful or not.

The Gengar actually isn't that much of an investment, since it's already powered up most of the way. I really like the idea of the Raikou but I'm afraid they will reintroduce the beasts again for New Years or something. I powered a 98% Zapdos believing that I won't get a better one and ended up catching a 100% after they extended the birds, so I'm kinda hesitant there, especially since it requires the most investment.

Here's where I finally landed on that subject: they could ALWAYS bring them back, which means you'll theoretically ALWAYS have a chance of catching a better one. I decided not to allow myself to be paralyzed by such hypothetical scenarios. Sometimes "good enough" is, finally, good enough.

Yeah I hear you man, plus I plugged him into an IV checker and his max was 3317 CP with perfect being 3349 CP. It's pretty unlikely that 32 extra CP would make or break a raid or gym attack, so I suppose I could end up just powering him.

Thattaboy. Enjoy him! That's what he's there for. I've been using my 93% literally since the first day they spawned. I can assure you, I haven't missed a thing.
