Is there any use for Ho-Oh that makes it worth powering up?
There are three issues with Ho-Oh:
- Lack of STAB on the fast moves.
- No combination of same type fast move and charge move.
- No stellar attack stat.
- Extrasensory/Brave Bird
Niche use against double steel Machamp as it would be slightly better than Lugia.
BUT, investing rare candies in a Mewtwo or dust in a huriccane dragonite is more useful. Espeon and Alakazam can be found in the wild at level 30 without investment.
- Steel wing / Solar Beam
The two moves are effective against rock.
BUT It would hit rock slower than Exeggcutor or Vaporeon (which is also quite bulky).
- Steel wing / Fire Blast
The two moves are effective against defender of the ice type (without the double typing water).
BUT Flareon or Entei would have higher DPS (better moves and attack stat) and the bulkiness of Ho-Oh is mitigated by the flying typing which makes it vulnerable to ice moves.
So overall, I do not plan to power up Ho-Oh. Will you? Do you see good reason to do so?

none of you are mentioning that his combination of defense and stamina means he delivers a massive amount of total damage and is therefore extremely potion efficient? FAR more than anyone other than Blissey, who obviously is never used on offense. Talking 40% more damage than even Dragonite or TTar in a neutral situation. Just avoid rock, water and electric and Ho-oh will churn through defenders no matter what moves he has.
24th, 12th, 39th for attack, defense, stamina is a great combination that overcomes move weakness for a generalist.
It can take 40% more damage than Dragonite BUT it deals 40% less DPS.
It can take 25% more damage than Tyranitar BUT deals 25% less DPS.
It can take 33% less damage than Lugia for similar DPS.
So it is as potion efficient as tyranitar and dragonite but less potion efficient than Lugia. And it takes Ho-Oh more time to sweep gym than tyranitar and dragonite. So it is a worst generalist. And Dragonite, Tyranitar and Lugia have the advantage to be specialists on top.
I disagree about the "no stellar attack stat" comment. It has 24th ranked attack stat out of Gen1-Gen3 Mons. It currently has the 12th highest attack stat out of Gen1-Gen2 Mons. I tend to agree with the comment above mine. It will be very potion efficient as a sweeper/generalist attacker given it's good defense and stamina ratings as well as it's good attack stat.
