Maximum Potential at 38?

Was the recent patch supposed to allow Pokémon to be boosted to their max CP by trainer level 38? I was under the impression the issue that needed correcting was preventing players at lvl40 from boosting a Mon to max CP. I hit lvl38 a few days ago which allowed me to boost my 100 IV Snorlax once. I just downloaded the patch and was able to boost it twice more, which put it at CP 3355 (Snorlax's max?).

The patch fixed 2 long term bugs.

Firstly...we have only ever been able to power our mons up to 1.5 levels above our trainer level...it was always supposed to be 2 levels higher.

Second bug fixed is the ability for mons to be powered to lvl40.

Putting these together, you can now totally max out mons without any 'tricks' to lvl40 as soon as you hit lvl38.

So, it's like I just went up a level, and can power up all my maxed pokemon? Grrrrreat, .... Glad I saved up dust and candy for that, oh, wait, .... At least it's during a dust event.

Yes! Level 38, and can now get my 15/8/15 Dragonite over 3500. Done.

But wait, i'm level 36 and I can still only max my pokemon to 37.5.

True story, I just did the update. Previously my 100% Tyranitar was stuck at 3617...button had disappeared...button is back to go to 3670
