I used two accounts to raid a gym exactly the same batch. And my baby account got it but not for my main.. Damn so happy to receive an EX pass for the first time but didnt know it was so random... harder than i thought TT

Truth is somewhat in between the 2 cases.
Most multi-players are playing a friends, kids, spouses acct. In which case, it's unlikely that 1-sided trading will happen.... "Gee dear sorry I took your Mew2" "Guess whose on the couch tonight"
For those who play a 2nd acct+ of their own. By the time they get that account useful for raiding. I have a hard time believing they don't have some emotional attachment to that 2nd+ acct Sure they might have a "Main" acct but they aren't going to empty that 2nd+ acct of all the good stuff.
Now this doesn't apply to "Botters" but "Botters" are a special case and bad news completely indefensible as anything but cheating.
Kids/Friends/Me: sometimes it's me burning a kid's freepass on their phone because they have friends over/hw sometimes it's them with me.
But here's experience.
1st Mew2 (1st set that ever went out in my area): Sprint Store. 4/8 got invite. All 8 of us were barely silver badged on gym with No time defended. So that required all 8 of us to have multiple raids there. But I doubt all 8 of us ever hit it at the same raid. In fact, the 4 that got isn't a combo that would have ever been together. IE: My kids got + a friend but not me. My kids don't ever raid without me.
---- Intesting side note: 2 Discord Friends who raided hundreds of raids together. 1 got to this Sprint Store and other to a different Sprint Store. Again, every raid they do, they do together.
2nd Mew2: 8/8. Same Sprint store. All 8 of all raided a Machamp at that gym after first Mew2. In fact there was 14 of us, that went from a Tyrantir raid to a "Oh theres a Machamp" at the sprint store and all 14 of us were at the Mew2
---- Intesting side note: Same 2 Discord Friend got invites to same 2 sprint stores. Neither of which they had raided again between Mew2 invite1 and Mew2 invite2.
3rd Mew2: All 8 of us got to a GY. Little surprised here as I doubt all 8 of us ever showed up to the same raid. Common place we raid, but I don't remember all 8 of us ever there together.
4th (Current) Mew2: 1/9 and perhaps more likely 1/15 We recently saw a Totodile Raid at a Sprint Store after we did a Suicine. There were 15 of us in the Suicine raid and we all decided to go over to Sprint store. The 9 in my group, went in 3 at a time, even though it was a level 1 raid just to test the system. And weirdly 1 of 9. None of the other 6 according to discord got one either.
There have been 3 other Mew2 in my area that none of us got an invite for. 1 at a park, 1 GY, 1 Sprint Store 20 min from us, all of which we had a badge for but at most raided once or twice so not a surprise.
Anyway, the Randomness is not quantifiable as far as I can tell.
Really?
Luck is part of Pokémon Go. Some people hatch perfect dratinis, most don't. Some people get Wild Dragonites in their house, most don't. ((I suspect without a tracker the majority of players have never seen a Wild Dragonite))
Effort is part of Pokémon Go. I have done 443 Raids (63 normal, 380 legendary) and I have gotten 2 Mew2 passes.
Of course my son is probably at about 250 total, and has got 4.
So luck and effort.
I know many people with more raids completed than you (upwards of 1000) and no EX pass. You're in a good area for them; luck is by far the more important factor here. Luck in the area where you're raiding, luck in the gyms you pick to raid, and luck in being selected to be a part of the subset of players to participate in an EX raid.
Inequalities abound in this game depending on which city or town you live in. I would argue that it's also unfair for most people to not have access to wild Dragonites if a minority do solely because they happen to live in the right biome. Biasing certain areas for EX raids in an attempt to 'rebalance' the game, if that is indeed partly Niantic's intention, is supremely misguided; two wrongs don't make a right. Everyone should have relatively equal accessibility to completing the game in all aspects.
The game is honestly best considered to be in a continued state of beta (the whole game, not just the EX raids), and we can only hope that they get their act together soon.
