Which pokemon should I evolve and powerup?

The importance of the IV ratings?

Comparing 2 Horsea

1. Horsea1 with IV 87%, CP 512 Attack 15 Defence 11 Stamina 13

2. Horsea2 with IV 89%, CP686 Attack 11 Defence 15 Stamina 14

Should I powerup a) just based on the IV ratings alone?
or
b) The attack stats ( since we are just battling
gyms most of the time)

Does an Attack stats of 15 as compared to 11 make any noticeable difference in battle?

Assume CP is immaterial as there is enough to stardust powerup the pokemon.

Kingdra isn't the answer to anything; I caught a 15/14/15 level 29 and used gym stardust payouts to get it to 2106cp level 31, DB/O...used it 5 times max. Hatched a 14/15/15 and evolved it to a DB/O 1378cp 6 weeks ago...only speculating use could be if some kind of prestiging came back...pair it with level 20s Wiggly/Cloyster/clef to beat a dragonite. Just wait, unless you have 300+ horsea candies and want a Dex entry...no stardust for it

I was just using Horsea as an example. Let's assume it is a Dragonite.

Which one of the 2 would you powerup?

I'll use a real example for Dragonite I have a 14a/15d/14s Dragonite 3330cp level 35.5 DT/O. Next best one is 15/13/14 3200cp level 33 DT/O. Next best one is 14/15/13 level 30 3043cp DT/O. 91 Dragonite candies. Should I max one of them, bring them all to 35; bring the top 2 to 37, etc, etc?

Assume I only need 1 Dragonite, which should I choose?
The one with the overall higher IV or the one with the higher Attack stats , 15 as compared to 11?

Assume: Enough stardust to max out either one.

Take the 15 attack to level 30 and wait for a better one; the way I've played at least. Maxing is for the cream of the cream, imo

2 is your best chance at something marginally useful without spending dust. 1 is more attractive from an IV standpoint, due to the importance of attack in the current meta, but it is not worth the dust investment for kingdra. (If we were talking dratini, my answer would be different.)
If you already have a kingdra, ditch them both. Kingdra is not a player in the current meta. The double resistance to water and fire may be worth something someday, but not today.

You have to consider all factors. 1)what will you fight with it? 2) how much dust are you willing to put into it? (IV only matters if you will dump a lot of dust into it) 3)what do you have that can fill that role?

Assume is it a Dragonite both with Dragon Tail/Outrage.
Dragonite 1 has better IV (say 89 ) but Attack Stats of only 11

Dragonite 2 has lower IV ( say 87) but Attack Stats of 15.

So, Should I powerup 1 or 2?

Btw, I have neglected both the Defence and HP Stats. Anything wrong here?
