80% Lugia power up?

Should I use the fast TM and power it up?

I have a 15/13/15 at 3152 and a 13/13/15 at 3045; so sure. I was taking all legendary species to 30+ but decided not to do Entei (yet) nor Articuno (lower IVs), nor Suicune...had already brought my 2nd Raikou to 2900+...your first a lot better idea than my 2nd Lugia

I have one with those exact stats, and I took it to 30. I use it quite a lot.

What do you need it for?

If you need it for something in particular - solos for example - then for sure. It will do a great job for you.
If you have no need, then save your resources as a need will arise soon enough. Don't just search for things to use resources on (I make that mistake, so easier said than done)

With that said, if you just want an excuse to power it up because you want to try it out...or just because you want to, then go ahead and take it to Lvl30 and play with it. At that point you can decide if you want to take it all the way.

...and I personally would use a Fast TM on it if I were to power it up to give it a matching type move set.

Yes, I'm powering him up mainly to solo Machamps, and to a lesser extent Gengars. I also like Lugia and his attack animation.

I'd advise against that. To spend so much resources to be able to do specific task which will be redundant without any particular reward, is a waste. Prep your Pokemon for player battling, unfortunately lugia isn't a high contender for that.

I would. Either use a Fast TM for a Psychic-user or a Charge TM for a Neutral Anchor

As others have said if you have a need for it then yes absolutely. It would serve you well in many situations. If you don't need it though I wouldn't dump resources into a mon just to do it.

Thanks for the replies everyone. I've used the fast TM and used some rare candies on Lugia (to free up bag space). But I'll hold off powering up until I'm done with powering up a few other Pokemon.

Sky Attack is generally the better charge move, and still has type advantage against Machamp.

If you are hesitant to power it up, you can use it as is to fight against partially demotivated gyms at around the same CP to get an approximate feel for how it will fare when powered up.
