Is there a way to find the exact IV of this Spinarak without powering it up?

OK - I collect my perfect 0% mons. I figure they are awesome, and much rarer than perfect 100% mons. Currently, I only have two (Gengar and Mantine).

But, I have a potential third, and as an added bonus, this one is Level 1! A perfect 0% IV, Level 1 - that would be AWESOME.

But, I don't know for sure. Is there a way for me to know without powering it up (in which case, it isn't L1 anymore)?

It's a Spinarak.
All the stats (Sta/Def/Atk) are the same, and don't impress.

The analyzers say the atk/def/sta could be anywhere from 0-7, so there's a 1 in 8 chance I have a perfect zero.

Is there a way to know for sure?

Others have had similar questions and I've seen the answer is to put it in a gym and use a gym scanner (gymhuntr?) to get the IVs of all pokemon in the gym. I've never tried it though.
Edit - it works. On gymhuntr if you click on the Gym History and then click on the CP number (little confusing why not click on the name of the pokemon?) of any pokemon it will show you the At/Def/St stats.

Note: This doesn't work on mobile browsers, and on my phone at least GymHuntr refuses to let me load the desktop version of the page.

Place your pokemon, scan the gym, then go home to check.

Not on "mobile browsers" but on your browser. Chrome works, opera works. It even works on presto-based opera mobile from 2014 or so.
You should consider to change your browser to better one.

Eh. Fair enough. Safari on iOS. I know it is a bad browser.

Perfect! I didn't think of that (putting a 10CP mon in a gym just wasn't something I thought of)... But yeah, I use gymhuntr all the time.

So, how's your spinarak? But I'm afraid it's not perfect :(
