Should I power up this vaporeon?
Been trying for the longest time to get a Vaporeon with water gun/hydro pump but have had really bad evolution luck. Today I caught a wild vaporeon with WG/HP and ivs 88.9% 15/12/13 atk/def/stm. Problem is it came at level 2. It would cost me 175,000 stardust to max it out for my level, but I don't really have much else to spend my dust on. Would it be worth it?

Any WG/AT Vaporeon can do well too.
Indeed. Aqua Tail definitely is an option.
Definitly dont worth powering up a 138cp Vaporeon (175k dust) IMO.
IMO the question shoud be, whether it is worth powering beyond level 30.
I think, 110k until level 30 are quite rewarding, everything beyond 30 clearly shows diminishing returns.
To get a vaporeon with hydro-pump out of an eevolution has a chance of 1 in 9. It will take a time to get 9 eevees with 88% iv or above, and it is not sure whether you need just one, five, twelve or twenty. Everything can happen.
The cost of power-up from 1 to 20 is commonly overestimated. It is just 45k stardust / 56 candy, whereas power-up from 20-30 after a hatch, what is regarded to be quite normal, costs 75k stardust / 66 candy. As i can see from your screenshot, neither dust nor candy are an issue to you at the moment.
You already have the pokemon you need. Just power it up! If you want to go beyond level 30, you need not even think about the cost between 1-20.
I prefer my Omastar and Blastoise with Water Gun / Hydro Pump. I get bored using always the same pokemon.
The nature of fighting does not change very much with another pokemon and the same moveset. In my oppinion, Omastar and Blastoise with WG / HP are just like week vaporeon. You could use Golduck too, it is about as strong as Blastoise.
If you want a real variation in gameplay, try a pokemon with a different moveset, alakazam with psycho cut really feels different.
"but I don't really have much else to spend my dust on. " Go for it! Just think of large reduction of HP bar of the defender when you will release HP after you max it :). My only hydro pump one is not even a strong in appraisal, it is a decent (around 60 IV) and it was the first pokemon I powered up beyond pkm level 30 (ahead of an aqua tail one with 86 IV; but I don't have a Dragonite and my Snorlax has EQ and at that time no candy for it).
Unlike the most of the rest I say go for it. IVs imo are in the worthy range & what's a little dust when the real issues can be candies. Imo if a mon is is worth the investment I'll spend in to it. My vapes below was about 500cp he was my highest iv vapes with waterpulse all my others were aquatail or hydropump so I boosted him to the max. I don't see a point in hoarding dust when I have mons I want with movesets maxed out.
I have terrible Golduck luck. Zero evolves have received both Water Gun and Hydro Pump. I caught one, but it's only 800 CP and poor IVs.
Same with Seadra but fewer attempts (saving candy for Kingdra). All of them have a dragon attack.
I do have a few Starmie with WG and HP, but the HP is so much lower than a similar Vaporeon.
My thoughts as I was reading: "Those IVs are amazing. Why are you even... 138... oh. Huh."
I would power it up to 900-1100 cp and use it for training. Vaporeon's high HP makes it good fir training. You can miss a few dodges and still survive.

I agree very much with Bruno Brezel. I see a lot of Eevees but encountering a high level high IV one is rare. To find one at your level or just a few levels below is only a chance of one in 10. The chance of getting the IV's you have now or even higher IV's is about 0,4%. And then only a chance of one in nine to get a Vaporeon with the moves you want.
If you hatch an Eevee the chance of good IV's are much higher but as Bruno already said you still have to power up from level 20.
So go for it and enjoy it!!!
And we all know what will happen. Immediately after you have powered it up you will find or hatch a great Eevee ;). But no harm done, nice for Generation 2!
I have evolved 45 Eevees (live in Eevee country) and only got 1 Vaporeon with those moves!
So many people talk about stardust as though it were money,
as though you have to keep some set aside in case of an emergency,
and set a little more back for your eventual retirement.
Stardust has only one use : powering up the Pokémon you want to power up.
So power up the Pokémon you want to power up.
And if saving your dust for that more perfect 'mon is what you enjoy, then do that.
There's no right or wrong way to do this.
Im a level 34 and didnt get a HP vape until a week or two ago. I understand your frustration. Now I have 3 vapes with HP vs none at level 33 and below.
Question is quantity or quality. There are only so many powerups available so by overpaying regularly you wont be able to power up others. Definitely not a good idea to power up mons under level 20 except in rare circumstances.
