Which attacker should get Charge TMs first?

So I spent my first Fast TM to finally get a DT/OR Dragonite (now powered up to L30) and got my first Charge TM from an Entei raid today (hoping for more in the coming days/weeks). My next Fast TM will certainly go to my ~2200 CP Golem with MS/SE, but I have several candidates for Charge TMs (all wonders):
1. ~2800 CP Rhydon with MS/SE, hoping for EQ (I have a second Rhydon with MS/SE, but only ~2150 CP)
2. ~2700 CP Vaporeon with WG/AT, hoping for HP (I could instead power up a ~2100 CP WG/HP Vaporeon)
3. ~2400 CP Espeon with Conf/Pbeam, hoping for FS (though Psychic is also better than Pbeam)
4. ~2250 CP Omastar with WG/AP, hoping for RB (though HP is also better than AP)
5. ~1900 CP Alakazam with Conf/SB, hoping for FS (the only one that I lack candy to power up to L30)
6. ~1800 CP Poliwrath with RS/HP, hoping for DP (I have two Poliwraths with this moveset and similar CP)
By the way, if I use a Charge TM and do not get my desired charge move, then use a second Charge TM on the same Pokemon, is it guaranteed my desired charge move or is there a 50% chance that it may get back its original charge move?

I'd say : none of the above actually.
SE and AT are good moves for Rhydon and Vaporeon (plus Rhydon further evolve into Rhyperior thus reshuffling the moveset)
For the others :
- Espeon : Evolve another high level eevee.
- Omastar is irrevelant in the current meta (except for legacy ones). not worth a TM IMO
- SB alakazam is usefull to solo gengar. Go for another one by raiding or evolving an abra instead
- If you already have 3 poliwrath; you probably live near water spawn points, thus having acces to unlimited poliwag candies. Evolve another good IV one.
If I really had to choose, i'll go with the Espeon if high IV because psybeam is bad.
But my first choice would be : keep my TM for a better/more obvious choice
BTW, why fast TM MS to RB on a Rhydon ?
As for your last question : 50% chance to get the desired move. 50% chance to get back to the old crap
My main reason to not evolve another Espeon is that I am walking Larvitar for another 35 candy (just came back from a long hiatus and was walking Chansey before that). If I catch a Tyranitar with Bite/Crunch from a raid, I would certainly switch to walking Eevee.
As for my biome, you are right that Poliwags are common. I also have Poliwraths with Bub/IP and Bubble/HP, plus 250 Poliwag candies, but will only evolve another Poliwag if it is a wonder. Abra, Geodude, Omanyte and Rhyhorn are rare in my biome.
1. ~2800 CP Rhydon with MS/SE, Rhydon doesn´t deserve a Charge TM, his fast move sucks and SE is better anyway.
2. ~2700 CP Vaporeon with WG/AT, HP is better than AT, but AT is not bad at all. I wouldn´t charge TM.
3. ~2400 CP Espeon with Conf/Pbeam, Charge TM asap.
4. ~2250 CP Omastar with WG/AP, Charge TM asap as well. Both HP and RB are better than AP.
5. ~1900 CP Alakazam with Conf/SB, SB is awesome, don´t charge tm this move. You can beat gengar, mewtwo, alakazam bosses and any other psychic and ghost pokemon with shadow ball. You also can hurt machamp boss with SB and Confusion. Besides that Mew and Celebi is coming soon and SB is better against them. FS is useful only against gengar and machamp bosses.
6. ~1800 CP Poliwrath with RS/HP, unfortunately Poliwrath is useless in the current meta, don´t charge tm it.
You always have a 50% chance to get a move you don´t wanna.
You are planning on a bunch of finger crossing. Entei is pretty easy to beat for a legendary, I'd keep finding groups to raid with and keep on collecting supplies. I sometimes gamble with charge TMs but I have already changed dozens to preferred moves, I don't have a lot of pressing move issues right now. Always best to go from a 3rd best move and be satisfied with the 1st or 2nd best move (until you have a real need and more TMs)
