These are my best Pokémons, im lvl28 And i dont know if at This lvl i should be bether or not

You have a Mewtwo and three Tyranitars. Better than me at that level for sure.

I had a dozen Vaporeon before I got my first Gyarados (have 6 gyarados now though). Maybe add a Vaporeon?

Those mons are mostly pretty much lvl 20 and not powered up apart from a little dust you put into those Tyranitar and the first Gyarados. Why ask this question then? Investing into Gyarados is probably not the best choice at the moment but I guess until you get a Dragonite he could serve well as your generalist. Ivesting into Tyranitar surely is a good choice. We don't have to talk about Mewto. After that Machamp.

Mewtwo, 98% Ttar, Champ. That's all you should put your dust into for now. 93% Ttar if you run out of other options.

At the least it says you are in Europe or Africa. Raikou coming up next, maybe try to ramp up your tier 5s in November. You have no Zapdos or Jolteon shown, Raikou is very worthwhile to us higher level players and we have scores of electric types. Having said that, you don't seem to have a whole lot to counter Raikou.
