does this mean that they are finally going to get on with it for more then just the chosen few?

Part of it is that people who pay can do more raids. People who do more raids get more chances at EX raid passes. Pretty simple, and Niantic kind of likes that setup. Free players (like me) will likely have to wait a long time and either hope that we're free when we finally get a raid pass, or that they release Mewtwo as a general raid.
This is how I feel. My son and I each have gotten two invites(2nd and 3rd waves) and I have not been upset at all to not get invited the last two times. I've had my chances, now let someone else try. I'm not greedy, and I'm perfectly fine with my one Mewtwo and my son is certainly happy with his two. I feel like everyone that hasn't gotten invites and is actively playing deserves some kind of priority. It can't be that hard to keep track of.
I don't think so. They will keep sending invites to the same people over and over again until.... the cows come home, and the cows are walking very slowly. Then, after the majority of the chosen ones have achieved their Mewtwo gold medals (or gen 5 is released, whichever comes first), may the rest of us get an invite.... if RNG is kind to us.
