appraisals percentage values

The percentage values for appraisals in IV calculator seem odd to me.
they go from 0-48.9% than there is gap 49-51%
than from 51.1-64.4% another gap 64.5-66.6%
than from 66.7-80% another gap 80.1-82.1%

So my question is if there is any reason for those gaps. What if my pokemon falls into that gap, what appraisal do I get?
