The 15 ATK IV one, if with better moves.

articuno is useless, dont waste candies on him. BUt if you want to choose one, I would choose the 91, between 15 and 14 of attack the difference is shit

I need a good Ice type Pokemon. So though of Articuno. Should I wait for a good iv lapras?

Articuno clearly outclasses Lapras. Only use Lapras if you have Lapras candies already at the ready.
