Is WG/RB Omastar still usable even without Legacy Moves?

Honestly, no. Omastar is only high on Gamepress's charts because of rock throw.

Without Rock Throw, Omastar is barely worth mentioning.

I know, I'm bummed too. I've got a high IV Omastar but without rock throw.

It seems the problem is that water gun never reaches a breakpoint above level 27 even with 15 attack. I was pretty psyched after finally hatching a 98 IV only to find out golem gets much better at higher levels while omastar does not. Probably about the same as golem at level 30, but you'd have to check.

It should be similar to Vaporeon as a water attacker. A bit bulkier than Vaporeon because of additional resistance.

Even with the extra resistance to fire vape is a tad bulkier. But practically the same.

MSH/HP works for me against Entei,

Use a fast TM on that and you'll get much better performance. Mud Shot is not a good move for Omastar.

IMO Water Gun is good because it's easy to dodge with and I'm a Dodger

I do not have RT, but I do have RS with WG and I find that against fire mons he does do just as good as some of the Vapes. I have no idea how RB is, I have no mons with it.
