How many powered up pokemon do you have?
By powered up I mean lvl 30 or higer.
I'm a lvl 36 Trainer.
For me it's 62 mons total powered up!
1 98% Dragonite maxed out
2 Tyranitar, 2 Dragonite, Rhydon, Snorlax, Gyarados, Blissey, Vaporeon, Machamp, Golem at lvl 35,5.
The other 50 mons are standing at lvl 31,5.
All mons are better than 76% IV with perfect moves.

But that's not blue's point. His point is you cannot tell if a mon has been powered up it is below level 30.5, so blue suggests this as a threshold for the OP'S question. That said, since you cannot see the level of a mon either, I myself would opt for only considering mons verifiably powered up if their cp value is higher than a perfect mon's value at level 30.
Same level, 36, and I have 35 powered up over that level. Have 10 "maxed" out for our level at level 37.5 so that's en extra 17,000 Stardust a Pokemon to max out at our level. Of those 35, I have 24 different species. Most of them are at Level 34.5-35 if they're not maxed out. All 91% IV and above. I guess I can have more if I didn't stop at Level 31. All best movesets as well.
21 powered up OVER 30. 6 others powered from 20-30. Of those first 21, 11 were powered up from 20ish and the others were caught higher than 20. I'm level 36 and I have one maxed out at level 37.5 (my best Vaporeon that I really wanted to hit 3000).
This is where I feel the constraints of being a free player. If I bought incubators, I'd have a lot more stardust and all those numbers would be higher
