Zapdos is worth powering?
It is an A ranking but still I’m not so sure, right now I’m finishing powering my 93 ivs Raikou at level 38 (TS/ WC) but my Zapace is only 86 ivs BUT with 15 attack iv, his ms is CB/ TB (recently changed with a CT, it used to have thunder) but still don’t have enough candies to level it at more than 30, it worths the candies n dust?

difference of 1 stamina IV is going to be 1 HP, raikou has higher base defence than zapdos so the IV being lower is still in raikou's favour, so it's still more survivable unless zapdos resists due to flying typing.
the extra damage you'll get from a higher damage thunderbolt due to zapdos' higher attack (compared to a thunderbolt from raikou) is negated by the extra damage from thunder shock being stronger than charge beam and wild charge being stronger than thunderbolt.
I'd still eventually power up the zapdos because it's still the 2nd best electric but I'd power raikou first because it'll perform better in raids.
Charge Beam is not as good as Thunder Shock and Thunderbolt is not as good as Wild Charge. Zapdos has a little higher attack, but not enough to fully compensate. Still second best electric attacker though.
Raikou with Thunder Shock/Wild Charge is a much better attacker. If you already have a level 38 Raikou, you don't need another electric attacker for normal gym fights. Whether you want a second electric for raids and want diversity is up to you.
I don't like attacking with Charge Beam. If Zapdos ever gets Thunder Shock added to its available moves, then I would TM and power one up. Until then though, I don't see much point. Maybe next month if I need another attacker against Suicune, but I've already got a lot of grass, electric, and dragon pokemon I can use.
