Technically, every defender has every move made AOE.
It will hit every single attacker in the battle with every single move.
That is effecting the whole of the area (arena) with a single attack - the very definition of AOE.
As an attacker never takes on more than a single defender, then as an attacker we can not benefit from AOE.
It is more about how PoGo battles are implemented rather than a feature of a specific move.
