Evolving Issues

With Gen3 on the horizone I am - as a not that high level player - a bit concerned about good moves becoming legacy which I do not have (or not more than one). Again. So I am thinking about evolving some pokemon even if the IVs do not quite fulfill my selfset "standards". However the question shall not be "should I?" but "which one should I if I choose to evolve a supoptimal one" considering I do not have that much candy. The idea is that if these mon get better moves after a possible moveset change I can still TM them to a better moveset but if the ideal moveset becomes legacy I would have had to evolve now.
IVs are given as Att/Def/Hp. I could raid some of them but I am not able to manage them alone (yet) so I'm focused on Tyranitar raids instead.

A) Gengar: Shadowball might become legacy too

1) Ghastly 10a/15d/15h
2) Ghastly 15a/15/10

I don't have any with Shadowclaw but one lvl20 96% with Hex/Shadowball and lowlvl 87% def15 with Sp/Fb (I'm considering a TM for this one).

B) Alakazam this one is not that important for me since I haven't lost hope to get a Mewtwo sooner or later. However I only have one so here a my candidates:

1) Abra 84% 11a/14d/13h lvl30
2) Abra 84% 11/12/15 lvl20
3) Abra 89 15/14/11 lvl20

My Zam is lvl20 84% C/FS (I might Tm my second one to PC/FS).

C) Dragonite: I have quite a few candy (271) here however I didn't manage to get a good IV one :/ but I definitely want at least one with Dt/O.

1) Dratini 84% 15a/10/13 lvl22
2) Dratini 87% 13/15/11 lvl20
3) Dratini 89% 13/13/14 lvl17
4) Dratini 91% 14/14/13 lvl3

I have one Dragon Lvl33,5 with Dt/Dragonclaw and I'll keep it like that. However Dt/O is said to be super powerful so I'd like to have at least one. On the other side Dragonite Raids might come and enabling easier access to better IV candidates for me and save lots of candy. But maybe not before movesets change. So I'm going to definetely evolve one Dratini tending towards 1.

D) Gyarados: I do not see a reason to evolve another magikarp right now as long as Gyarados has no water qm. Do you agree? (I never use my gyaradoses..)

Thanks for reading this far :) I will evolve another Geodude&Rhydon too but which one is clear for me. I have a few Eggys, Machamps and Tyranitars with different movesets so I'm not worried about these.
Did I miss any pokemon which I should defenitely take into account? (I sadly do not care about defenders)

My guess is that they will further nerf Blissey by making DG legacy.

My hypothesis is that Bite will become legacy for tyranitar and swapped for a slower move like Snarl or a new G3 move. (The same happened to Dragonite where DB was swapped with DT)

I also think Hurricane/Outrage will become legacy for Dragonite. Gyarados getting a water move (I.e. Bite gets swapped with WG, I'd fast TM my gyarados to get WG)

In Gengars case its aleredy been ruined with SC becoming legacy. Its not worth evolving a bad gengar in order to get Hex-Shadow ball.

An equivalent to water gun could be possible. Yet, who knows what Niantic is up to. I wouldn't be surprised if they gave pidgeot Aeroblast or something in the future

Don't TM away Sucker Punch + Focus Blast lol. It could be a trophy in the future.

I hope:
- Gyarados gets a water fast move.
- Kabutops gets a fast rock move (has decent stats to go along with Golem); And to compete with his "ancient" partner Omastar;
- Rhydon gets better moves
- Ampharos gets a buff (no point on being so rare and so obsolete)

1 and 2 need new moves to accomplish.
4 just needs to switch Charge Beam to Thunder Shock.

Lugia with a Flying Fast move plz. Right now the strongest double Flying attacker is Scyther..

I did the same with Dragonite I evolved 5 of them with DT/O because I feel that will be a legacy. DT/O is so overpowered it even outmatches Vaporeon with W/HP against Entei
