Which Lapras to level up?

I was lucky enough to hatch two Lapras, and now I need to choose one to level up. There stats are:

Lapras 1: CP 1454, IV 87%, with FB/HP
Lapras 2: CP 1427 IV 67%, with WG/B

I do some low level gym fights, but no high level ones, so my chances of getting a Charged TM are very slim. Any advice?

None of them. Go and fight level 4 Lapras raid boss and get a 90%++ and 15att stats Lapras.

Key tactic: make sure you have more than two players in your raiding party! Depending on where you are, people might get sick of Entei and Suicune later in the month--level 20 Lapras is the 2nd most valuable tier 4 (imo). But upon rereading the OP said those were hatched...if bigger raids are that tough to get going, definitely focus on an easier Boss instead of Lapras. You can always put dust/candy into something first and change the moves when you can

How unfortunate, 67% IV's is the lowest possible for an egg hatch (10/10/10). I would power up the first despite poor moveset. Although you say TM's are unlikely, you cannot change IV's.

I wouldn't invest in either Lapras. Just catch a high level shellder and that will do the job for now. I don't know if this is an option? Lapras is quite rare and if Charge TM is not an option I would try to be more patient (what about candy anyway?).

Considerable candy would come from 2 hatches. My big Lapras is 87%--2230 IS/IB, so I'm not going to say don't do it. Not many people max out Lapras, so however big the OP gets it, it'll be pretty big. You have the capacity for 1 free raid a day, eventually you'll get a CTM from a lower level. Main question, does OP currently have anything else they would much rather use a CTM on?
