That would be bad...I was hoping it could be like Ditto who can transform during battle AND (more importantly) has dynamic stats.
Alternative ways to implement Deoxys:
1. Active Transformation: when using Deoxys, we have four buttons on the screen corresponding to four forms during battle. So that you can change form as you like during the battle. Changing form has a cool down, let it be the same as dodging (0.5s).
2. Passive Transformation: Enter battle as Normal Form. After using the first Attack, transform into Speed Form. When using Charge Attack, it transforms into Attack Form (and transform back after the attack is finished). When dodging, transform to Defense Form (and can lengthen the dodge cool down and window).
Transforming using meteorites seems to be likely method, mirroring the main series games. Would imagine they'd be items, similar to the current batch of evolution items, and using one would randomise the form not unlike how TMs work.
When it appears as a raid boss, I suppose it might always be normal, requiring the player to decide if they want to try alternates, or it could be random to begin with.
I saw someone say that they could add Speed stat (maybe just for Deoxys) to the IV count that could determine Deoxys form.
For example - you start with default/normal form. Niantic could introduce previously mentioned meteorites or just one particular item that changes his form based on highest IV stat, i.e. 15 attack = Attack form Deoxys. Same thing for other stats. Doesn't seem too hard to implement.
This could be also one step closer to the mega evolution mechanic in my opinion.
I expect when Deoxys spawns as a raid boss the form will be randomly chosen for the duration of the raid spawn like moveset. Then when you get to the catch screen, either it will default to Normal Forme or the form will be randomized for each player like IVs and movesets. There will likely be an item or maybe just a once per day choice to randomly change its form. It will not be able to change forms in battle because, unless I am mistaken, Deoxys has never been able to change form in battle.
