Should I do anything with Entei?
I have an array of the most powerful mons for countering in raids or gyms. I have a (15a,15d,13s) Entei with FS/FB, (15a,13d,10s) Moltres with FS/FB and am wondering if I should power up and or use a CTM on Entei to try for OH? Or save rare candy and TM for an eventual Mew Two?

Yes, Entei has a higher max CP than Moltres. Entei's max CP is 3377, and Moltres' is 3272. Moltres has a higher base attack, but Entei is more bulky and has way more stamina than Moltres, which is definitely beneficial for a fire-type Pokemon. So, it'll most likely last longer than Moltres, and may even be a good generalist attacker. Not to mention, Entei is the strongest fire-type Pokemon in the game as of now. Fire-types don't really have a big role in the current meta, but Moltres and Entei are exceptions. I'd say definitely power it up.
My Moltres is completely maxed out, and it does wonders in gym battles. I wouldn't say otherwise for a maxed out Entei, either!
Well Moltres has slightly higher attack which means it hits breakpoints slightly sooner and it's special will deal a few more points of damage - against a Venusaur raid boss the extra attack is +10 damage on Overheat, which isn't much.
Entei is more survivable unless the Moltres has an extra resistance compared to Entei, where Moltres has a slight edge.
You shouldn't really regret powering one over the other if it turns out the one you powered is slightly worse, both are still great Pokemon, each one has advantages in different situations.
Right now there's not a huge need for a fire attacker, so you could hold off on powering until there's a raid boss that is countered heavily by one of them and then determine which is better for that boss.
Since there's not a need for them, keep some rare candies aside for Mewtwo and put any excess candies into them if you need the storage space.
I would not even pose this question until after Entei is gone from your continent, at which point you'll know which Entei of yours is the best one. We're only 5 days in out of 31 so far!
Also you may end up with 2 or more excellent Entei (in which case you get a lot more value powering 2 up to level 30/31 instead of one up to 35+), and maybe you'll even have a Mewtwo by then. Unless you have a million dust to burn and several hundred rare candy, wait so you can make the best investment with no regrets.
