What is the minimal CP or level for pokemons in general to solo a lvl 3 raid? Assuming that I have enough counters with good IV? And also, should I dodge all the charge moves all the time?
That depends on the raidboss. For Alakazam you would need pretty much all maxed out Tyranitars but for Machamp a team of 2 lvl Alakazam, 2 lvl 30 Espeons, 2 lvl 30 Dragonites (hurricane) would do. It also depends on the moveset of the raidboss.
In general, for Vaporeon and Machamp a team of optimal counters at level 30 would do. In order to defeat other lvl 3 raidbosses you need to power the optimal counters past level 30.

I have done Arcanine, vaporeon, machamp and gengar with level 30 pokemon. Alakazam you can probably do with level 30 too but only psycho cut focus blast and with legacy shadow claw gengar. In that attempt I actually used a level 36 tyranitar who got taken out in 10 seconds so if I had another gengar it would have definitely be done with level 30 pokemon.
CP doesn't really really factor in a lot but if it's below 2000 (e.g. Even victreebel vs vaporeon), it is going to be quite marginal and you shouldn't think about using it.
You don't have to dodge all chargé moves, some times you need the charge moves to gain more energy, try to dodge just enough so that you use all 6 pokemon in battle, but not have all of them be taken out.

In general:
Vaporeon no need to dodge,
Arcanine can't afford to dodge! (No dodge!)
Machamp and Gengar you have to dodge!
Alakazam requires precision dodge (1 stroke precision dodge)!
Basically, when raiding Vap and Arcanine, you and the boss kill each other slow! (So DPS is the key)
When raiding Machamp, Gengar and Alakazam, you and boss killed each other really quick! (So dodging is the key)
