Yeah, Outrage is preferable, but I think it's worth having a couple/few of both movesets if at all possible. Outrage for pure generalists, and Hurricane for the Machamps and maybe Venusaur/any future grass bosses.

15 attack on a Dragonite isn't that important. 15 attack is a big deal when trying to hit specific breakpoints with something like Gengar, Espeon, Alakazam, Scizor, and other specialists. On a generalist like Dragonite you just want high ivs with a relatively even distribution.
