Is it possible for only one person defeat a 4*raid boss?

As of now, no.
But if Larvitar (or anything with a double weakness and <100 defence) ever becomes a tier 4 raid boss, it would be soloable.

Yes, that one person needs to hold at least 3 phones.

I've seen someone do that, not to solo a raid, but they showed up for a legendary, set three phones down and tapped two with their thumb and pinky.

Psh. What a scrub. I saw someone with a clipboard with 8 phones attached to it. Unfortunately, didn't see him doing a raid though.
