Zapdos or Raikou
I have two Raikous (91% and 89%) and one Zapdos (91%) with max attack. I doubt I'll need to power up all three so which two should I do?

Zapdos has higher attack but Raikou has MUCH better moves (charge beam sucks), which gives it an edge.
Until Zapdos gets better moves, or until moves change, Raikou will be strictly better. Not by much, but still better. Hang on to your Zapdoses though, because it's HIGHLY likely that Niantic will update moves since they do that pretty often.
