No luck with "perfect" IV's
Currently at level 35 and I still have yet to hatch or capture a perfect IV mon. 98% IV is the highest I could seem to get with it being Charizard 15/15/14 (E/Ft), Alakazam 14/15/15 (C/P), and Clefable 15/15/14 (P/Mb). Still waiting on 90+ IV Dragonite, Lapras, and Snorlax. Anyone else seem to have the same problem?

I feel for you man. Part of this comes down to timing.
The only perfect mons I caught in the wild were Dratini and Eevee, but that's when there was that glitch. So the glitch plus being in Southern California meant those popped up a lot. If it wasn't for that, I'd have zero perfect wild mons so far (but I do have a lot of 80+). There is some dude here that says he encountered 20 perfect wild mons, seems like major bullshit but hey, I give people the benefit of the doubt.
Hatching though is a different story. I've hatched a pretty good amount of perfect mons. How many total eggs have you hatched?
Haha no he definitely bots, or bought a bot. I don't know how someone could be lvl 38 a month ago, catch a wild 100 chansey have 10+ maxed mons(awhile back) spend 750k dust at once and THEN realize dust is rare, never hatch a 100iv egg. There's a lot more I could say...
You would think making it to that high of a lvl you would know dust was hard to come by, and maxing multiple blastoise, a machamp, and a hitmonlee is strange

The whole not realizing how rare dust is yet being a level 38 with more maxed out mons than I have at 37? That is absolutely impossible to not realize, especially because I guarantee he hasn't hatched as many eggs as me and I barely ever have more than 10k Stardust. Just wow, lolol.
If it wasn't for Thanksgiving there'd be no way, and he had that many maxed out and was a level 38 a month before even that? Again, just wow, lolol.
Lucky you! I've hatched 409 eggs. Not sure if I had transferred a "perfect" mon out before Niantic released that update with the appraise option. Every mon I've caught I look into the appraise option and use the poke genie app (not sure if it's only for apple users).
As for the 98 IV mon's, I have no use for them attackers or defenders. haha.
At level 33, I have two 100% pokemon, a Scyther and a Seadra. Both have defensive movesets (SW/BB and WG/DP). I'll probably continue to power up the Scyther when I get Scyther candies, because it has a reasonably high CP potential, and it would be a cool pokemon to leave in gyms. The Seadra isn't really worth doing anything with.
It's possible I might have transferred some lower-CP 100%'ers before I started paying attention to IV's.
I probably have a higher % of wild-caught pokemon vs. hatched ones than most players, so I'd expect a lower than average % of 100% IV's. Wild pokemon have a 1 out of 4096 chance of perfect IV's, whereas hatched ones have a 1 out of 216 chance.
I don't hatch as many eggs as most players because I never spend real money on the game, and I prefer to spend my gym-earned pokecoins on permanent upgrades rather than consumables. I generally only use the 3-use incubators for 10km eggs. However, now that I have the maximum (1000 items) bag upgrade, all the pokemon storage I need (500), and enough lucky eggs for the foreseeable future, I am occasionally buying incubators and using them for 5km eggs.
Lvl 29. I luckily caught 2 perfect pokemon. An Eevee that turned into a Flareon with a CP of 304 and have yet to level up. Also caught a perfect Squirtle, evolved into Blastoise with Water Gun/Hydro Pump. I have not leveled it up either, because what's the point with the ease to get and higher CP of Vaporeons.
I hatched a few 98% pokemon, but never hatched a 100%
I've gotten a dozen or so perfect 100% IVs. Most were while the atk IV bug was still active, some were hatched, a few have been stupid stuff that I almost passed by... which just goes to reinforce the compulsive need to catch everything.
On the flipside, I got my first perfect goose egg today.
Drowzee with IVs 0 atk / 0 def / 0 stm
Not sure what I should do with that. Can't just throw that away ... right? Theoretically just as rare as 15/15/15.
Level 35 with a few 100% IV
2 Dratini which evolved into amazing Dragonites (DB/DC, DB/DP) caught from the exact same spawn point close to my place when the Pokedex Number bug was still in effect. Both are maxed out and are my main attacker when I am in a hurry and just want to wipe out the gym without thinking about typing.
1 Magikarp which evolved into Bite/Dragon Pulse Gyarados that hopefully someday Niantic will add Mega Evolution to PoGo. Powered up to 3,000CP just because he is 100%IV.
1 Pidgey that evolved into a completely useless Pidgeot with the worse moveset. Keep him just because he is 100%IV
1 hatched Electabuzz that I just leave it to level 20. He is my main prestiger against Gyarados.
Level 29 here and only had one 100% 'mon, which I caught, strangely enough. Sadly, it was a Machop :-\
I've hatched 268 eggs so I should have hatched one by now with the chances being 1/216. Although like someone above said, I might have transferred one back in my noob days when I based such decisions on CP alone.
