FTM Gyarados
Looking to make a dragon Gyarados attacker. Here, all IV are given as HP/Atk/Def. I have two level 30 with Bite/HD (15/14/15 and 14/13/13) and one with Bite/Crunch (15/11/14), so I'm good on dark Gary as a secondary mewtwo option. All my options as a dragon attacker have Bite and Dragon charge move. They are listed below
A) Dragon Pulse, cp 2785, lvl 30, 14/15/12
B) Dragon Pulse, cp 2224, lvl 24, 12/14/15 (this one seems strictly worse option than A)
C) Outrage, cp 2039, lvl 22, 13/14/14
I've got the candy. Mostly I'm unsure if outrage is sufficiently better than DP to warrant the dust to power up C, unless there is something else I'm missing.

If you were to Fast TM one of them I would do the level 30 one since it has a perfect attack iv. Do take into account though that Dragon Pulse is a legacy move and you never know if niantic may buff that moveset or nerf outrage in the near future.
Maybe try and get another gyarados with good iv’s and and a perfect attack iv and make that your dragon gyarados. It’s up to you really to make that decision.
