This is the answer right here. Along with one more: be patient. As a day 1 player, I didn't get my first Dragonite for 10 months. I didn't get my first Tyranitar until raids started. The big evolutions of hard to find pokemon are a grind and they just take time.

Agree. Dragonite took me almost a year. Still don't have T-Tar, a good Zam, or any of the Legendaries other than a crappy Zapdos (10/12/10, thunder, nuff said). But they will all come to me in time, with patience.

Walking.
This game is all about walking. The further you walk the more pokemon you'll encounter, hatch and catch. Eventually you can complete the pokedex just by hatching eggs and evolving them. Besides you get best IV mons from eggs (a few are available in raids).

For a specific pokemon that you don't usually find or hatch try to get to nests. Check the SilphRoad nest atlas to find nests in your area and nearby.

I got two so far but I admit it was from scanning. I filled up the rest of my dex without cheating. The only other way to get one is to travel across the world and pay admission for an event that may or may not flop. I didn't lose any sleep over breaking the ToS for this.

I think unown is about the only thing I'd use a scanner for also. Even then, I'm content to just wait until I get lucky someday (or not).

best way or fastest way?

If what you meant was both of them. Try to spend $ 30-50 for botted account at level 35-38 with minimum 1.5 millions stardusts and many candies pokemon.

cheating is certainly the fastest way. that's a true statement.

I wouldn't give you thumbs down for that.

Depends what pokemon, those you find rare walk as buddy, or common like pidgey's go to a shopping center and use Pinaps on those you need..

1) Walk the Pokémon you want to evolve.
2) Walk the Pokémon you want to evolve AND buy Incubators to hatch as many Pokémon as possible because it's possible you will get a bunch of candies when you hatch one.
3) Be an asshole and feed berries to Pokémon on friendly gyms that are associated with the Pokémon you want to evolve. (Note: This might not actually work - I don't know if I have ever actually gotten a candy as a reward for being a jerk.)
4) Rare Candies.
5) Begging the Pokegods to send to you a Level 1 fully evolved version of the Pokémon you want to evolve where you can use a Pineapple to get more candies from the catch.

3) isn't as bad as you describe it. at least not in my area. I just fed 2 razberries to a Snorlax this morning and got myself a candy (you have likely gotten several and just don't notice). The Snorlax went from about 700 CP to 780 CP. I hardly think that would deter anyone from taking the gym. It might add 5 more seconds to the task. A lot less time than it took you to read this.

RE #3) Yeah, you can feel like less of an jerk, by remote feeding the berries, the CP gains are minimal. 10 berries is like 100CP. So you can try to get your candies and not affect the resident mon.

also, if you don't want someone feeding your Snorlax, don't put it in a gym. it's a fairly simple concept.

I don't get it. Why is it bad to feed berries? That is just part of the game. Don't put mons in gyms if you want to use them for attacking. If you want your mon to return quickly, then put one in that won't attract berries.
